Havenstown, officially the Havenstown Economic Co-operative Zone, was a confederation of 52 cities located along the southeastern coast of the Sebastiana continent. Havenstown was led by the Board of Cities, a national legislature headed by the Chairman of the Board. The Chairman acted as the representative and public face of the Board, while the legislature as a whole held supreme political power in the state.

To avoid political confusion the Chairman of the Board of Cities of the Havenstown Economic Co-operative Zone was given the right to pass executive orders regarding the economy, foreign policy and scientific research. The cities and towns still retained control over education, local businesses, local tax, agriculture, transport, healthcare and housing. Matters of defence, however, were the sole responsibility of the confederal government. The position of Chief Convener was created in 1053 to act in the Chairman's stead had the latter become incapacitated.

Facing crippling economic crisis in the mid-1060s, the government of Havenstown reached out to neighbouring Neubayern-Novodonetsk and requested admission into the Staatsbund. At first, the Neubayero-Donetskian bureaucrats were reluctant to accept, but after the public expressed interest in annexing Havenstown and its associates, two referenda were held: one in Neubayern-Novodonetsk, and another in the HECZ. Both yielded positive results, and the necessary changes were initiated in preparation for the Zone's annexation. All 52 cities of the Zone were admitted into the Staatsbund as the Commonwealth of Havenstown on 1 April 1068, and the Zone ceased to exist.
